A SELPA is a state-mandated association that provides for all the special education service needs of children residing within the regional boundaries. Who We Are


Emi Koga, Director of Special Education

Krista Mount, Director of Categorical Programs – Graduated from the University of California, Davis with a bachelor's degree in psychology with an emphasis in mathematics. She received her teaching credential from Saint Mary's College of California and spent eight years teaching at a brick-and-mortar elementary school before joining California Virtual Academy at Sutter as a teacher during the 2005–2006 school year. Since then, she has served as lead teacher of middle school mathematics and as curriculum specialist for the California Virtual Academies. As director of categorical programs, she works to ensure that all students have the resources they need to reach their full academic potential.
